It won't exactly be like Qubes but there will be a few improvements Qubes doesn't have i.e. verified boot, MTE and (if we are able to) run more secure operating systems out of the box. Would need to see how running multiple VMs is like first...
Unlike Qubes which defaults to Fedora and Whonix (which is just Debian, tons of OS hardening work was undone there) we would want to support hardened distros as soon as it becomes feasible for us. Changing Debian for Fedora is the first jump but want to go further with something like secureblue. The security of the guest OSes in the VMs also matter and if I had to name one shortcoming of Qubes this would be it.
They can't port secureblue to Qubes because it only supports Wayland which Qubes doesn't support yet.
