That lady would have been my mother, always picking something or other up off the road. There will always be (a majority of) folks who just don't have time for the nameless bag of fur in the street, and it sucks to see their callousness... but there are also all of the My Mums in the world who will help and love them one last time. And as Mr. Rogers said: when you're feeling sad, look for the helpers.
Also I've thought a lot about your question over the years, and I tend to agree... I always think of the moment I saw our cat Lucy lying in the side of the street. Such an awful feeling, and I hate that anyone else might experience the loss of a family member in that way.
(That said, my buddy hit a wild rabbit with me in the car once 20 years ago and I can still hear it. 😬)
