If you are being given only two decisions, (whether either of them are evil or not) you are probably being manipulated. To choose neither is to remove power from the manipulation. If you are being given two choices and you don't like either, and you are being given a deadline to choose (like "if you don't choose now, I'm taking away the better option"), that is definitely a manipulation.
The addage about "choose between two evils" can be real and is unavoidable at times, and the solution "choose neither" can also be a resolution, but both addages are only a warning, not a hard rule.
